Andrew S. Harris
Principal
A founder and President of the firm, Mr. Harris is responsible for project management and consulting in airport noise assessment and control. Mr. Harris was a founder of Harris Miller Miller & Hanson Inc. and was a leader in the firm's airport consulting activities from 1981 to 2000. He is active in management and technical analysis in a wide variety of airport noise projects, including Airport Master Plan studies, FAR Part 150 noise and land use compatibility studies, Environmental Assessments, Environmental Impact Statements, development of noise rules, sound insulation of buildings, design of aircraft noise and operations monitoring anagement systems; expert testimony and litigation support, development of noise-related land use ordinances, and management of noise compatibility programs.
Mr. Harris has headed projects for the U.S. Department of Transportation, the Federal Aviation Administration, the Environmental Protection Agency, the U.S. Department of Justice, the Navy and Air Force, as well as for state and local agencies and authorities. A number of his airport projects have included expert testimony in public hearings and litigation.
